Foreign Office, September 23, 1909. MACAO. Your telegrams Nos. 150 and 151 of the 14th and 17th September. I am informed by the Portuguese representative that the Portuguese Minister for Foreign Affairs has telegraphed to him to the effect that, if further delay is made by the Chinese Government, Portuguese Government will put forward a proposal for arbitration.
Minister for Foreign Affairs expresses gratitude for assistance already rendered by you, and also for our offer to support his proposal.
